Canada Soccer Launches National Inclusion, Diversity, Equity and Accessibility Action Plan

Canada Soccer has officially launched its Inclusion, Diversity, Equity and Accessibility (IDEA) Action Plan, a multi-year framework designed to embed inclusion, equity, accessibility across every level of the sport — from the grassroots to the national stage.

Developed through extensive consultation with members, partners, and community constituents, and in collaboration with Inclusion Incorporated, the plan outlines clear goals, measurable actions, and accountability mechanisms to ensure soccer in Canada truly becomes a game for all.

“This plan provides a roadmap to build a more inclusive and equitable future — one where everyone sees themselves reflected in the sport, and where every participant, coach, and official feels they belong.”

- Kevin Blue, CEO and General Secretary of Canada Soccer

A Framework for Change

The Canada Soccer EDI Action Plan (2025–2028) is built on three guiding pillars:

  • Practice Accountability & Transparency – integrating diverse lived experiences into decision-making and governance while maintaining open communication and clear reporting structures.
  • Embed an Equity Lens – applying inclusive principles to policies, procedures, and recruitment to remove systemic barriers and promote equitable opportunities.
  • Increase Engagement & Support – developing resources, education, and partnerships that enhance understanding and inclusion throughout the soccer ecosystem.

Each pillar is supported by specific objectives, timelines, and measurable outcomes — ensuring Canada Soccer tracks and reports progress across its programs and operations.

Building a Legacy of Belonging

The IDEA Action Plan builds on Canada Soccer’s foundational work in equity and inclusion, including the creation of inclusive policies and training, and ongoing collaborations with Member Associations, community Clubs and partners nationwide.

By embedding IDEA principles into governance, programming, and culture, Canada Soccer aims to strengthen participation across underrepresented groups, enhance accessibility in soccer, and aims to create equitable pathways to leadership and high-performance opportunities.

“We know that change requires intention, transparency, and collaboration. This plan reflects the collective effort of our community to make soccer not just Canada’s most popular sport — but its most inclusive one.”
